Advocacy and Agencies

Several agencies act as advocates for individuals with disabilities. Advocacy is the act of pleading or arguing in favor of something, such as a cause, idea, or policy or simply means active support. The Protection and Advocacy (P&A) System and Client Assistance Program (CAP) comprise the nationwide network of congressionally mandated, legally based disability rights agencies. Collectively, the P&A/CAP network is the largest provider of legally based advocacy services to people with disabilities in the United States.

The National Disability Rights Network (NDRN) is the nonprofit membership organization for the federally mandated Protection and Advocacy (P&A) Systems and Client Assistance Programs (CAP) for individuals with disabilities.
